Introduction

One of the very significant developments with the Indian Postal Service was the promotion and posting of some Higher Administrative Grade officers into the coveted grade+ Higher Administrative Grade level. Such postings are also a part of the ongoing efforts of the ministry of communications towards a better-possible Indian Postal Service in being more effective as well as having better leadership.

This decision will be very impactful to the Indian Postal Services in leadership positions and is part of the Government’s effort to reinvigorate the management setup of the postal services in India.

Part-I: Promotion to Higher Administrative Grade+ (HAG+)

Promotion Date: 27th November 2024

Level: Level-16 of the Pay Matrix (Rs. 2,05,400 – 2,24,400)

Date: Date of taking charge of the post.

The President is happy to approve the promotion of the following officer of the Indian Postal Service to the esteemed Higher Administrative Grade+ (HAG+) [Member, Postal Services Board], w.e.f. the date of taking over the charge:-

1. Ms. Veena Ramakrishna

Current Posting: Chief Postmaster General (CPMG), Chhattisgarh Circle

New Posting: Member, Postal Services Board (Infrastructure)

Appointed and Relieving: Transferred and to join on 1st December 2024.

Indian Postal Service (IPOS: 1991)

Ms. Veena Ramakrishna gets elevated to a very prestigious position in the Indian Postal Service. She will be promoted as Member (Infrastructure) of the Postal Services Board and shall play a key role in initiatives related to infrastructure development all over the postal network.

Part-II: Transfer and Posting of Higher Administrative Grade+ Officers

The following officers of the Indian Postal Service (Group ‘A’) have been transferred and posted as under, with effect from 1st December 2024: –

1. Shri Jitendra Gupta

Present Posting: Member (PLI), Postal Services Board

New Posting: Member, Postal Services Board & Chairman, PLI Investment Board.

Service: Indian Postal Service (IPOS: 1989)

Remarks: Transferred as part of the reorganization.

2. Ms. Anula Kumar

Present Posting: Member (Banking & DBT), Postal Services Board

New Posting: Member (Financial Services) & Member (Human Resource Development), Postal Services Board.

Service: Indian Postal Service (IPOS: 1989)

These leadership changes form part of the continuous restructuring to make the Postal Services Board more effective and in line with the strategic priorities of its leadership.

Important Points to Note

Pay Fixation Option: Officers promoted to Higher Administrative Grade+ have the option to choose the date of fixation of pay under FR-22(1)(a)(1) within one month from the date of assumption of the charge.

Retirement Notice: Dr. Abhinav Walia, who was holding the post of Member (PLI), is retiring on 30th November 2024, and thereby creating the vacancy for the re-organized post of Member (PLI).

The President is pleased to order the promotion of the following Higher Administrative Grade (HAG) officer of Indian Postal Service, Group ‘A’ to the Higher Administrative Grade+ (HAG+) [Member, Postal Services Board] in Level-16 (Rs. 2,05,400 -2,24,400) of the Pay Matrix with effect from the date of assumption of charge of the post and until further orders:
