This is to ensure all mutual transfers are completed without causing undue delay in any manner.

2. Extension and Relieving Timelines

Relieving period, after final Allotment List release: usually 15 days. Employees are permitted to apply for extension; however, the Unit Head will exercise discretion on a case-by-case basis:

  • Request for Extension may be allowed with a maximum duration of 60 days, during which time both officers must continue to remain in their present posts and cannot be relieved till the extension period get over.
  • Automatic relieving, after the expiry of Extension period or within the end of 60 days whichever is earlier: Automatically relief for both Officials.
  • This scheduled time frame will provide for the space needed for providing each employee adequate time, yet imposing a strict deadline wherein all mutual transfers should occur simultaneously.

3. Handling Cancellation Requests

Mutual transfers strictly rely on the mutual cooperation and consent between two employees. On cancellation request from one of the two concerned employees:

  • Automatic Cancellation for Both Parties: If one employee cancels the transfer, then both transfers will be canceled, and only the requesting employee will lose the transfer chance according to Rule 38.
  • Counterpart Employee: The transfer opportunity of the counterpart employee will not be lost due to the cancellation request by the other.

The policy refrains from disruption of an employees’ move due to the other employee’s mind change that maintains the fairness in regard with transfer chances.

4. Disciplinary Proceedings and Relieving Protocols

Where in the case of either of the employees recommended for mutual transfer, disciplinary proceedings are pending details are as under:

  • Hold on Transfer Until Resolution: The transfer shall not be finalized until disciplinary proceedings are complete.
  • Immediate Relieving Post Proceedings: Upon resolution of the case, the standard timelines for mutual transfer take precedence.

This will preserve the sanctity of the work place and prevent the officials under inquiry from enjoying immediate change in their posts.

5. SOP for Mutual Transfer

SOP under the mutual transfer policy provides an SOP for Unit Heads and Division officers to update the status of transferring employees on the system correctly. The SOP stipulates several status updates, including:

  • Relieved: This is if the employee is relieved and the transfer is done.
  • Extension or Cancellation Requested: This requests more time or to withdraw the transfer
  • Disciplinary Proceedings Under Process: The employee is under disciplinary proceedings .
  • Allotment Cancelled due to expiry/ resignation/retirement/promotion: The employee resigned, retired, or was promoted.

This SOP ensures tracking of each transfer request accurately, which further simplifies the process of mutual transfer.
